| 02 ProposalA written proposal with scope, deliverables, exclusions, timeline and a fixed price. | Questions, and a decision. | The proposal, versioned. Once accepted it is the scope of record and does not change without a new version. |
| 03 DiscoveryWe establish what is true before we design anything. | Access to the people who understand the problem, and the material you already hold. | Findings, a boundary table where software is involved, and the decisions to be made. |
| 04 Design and buildWe work in short, reviewable increments, with decisions recorded as they are made. | Timely decisions, reviewers and test users. | Artefacts, working software with numbered QA passes, and a decision log you can see in the portal. |
| 05 ReleaseSoftware is released only on a recorded GO decision against the published standard. | Sign-off. | A release-readiness pass, the GO decision and the gating list. |
